Minister of Economic Development, Transport and Trade Mohamed Saeed has described his recent discussions with India’s Minister of Commerce and Industry, Piyush Goyal, as highly productive, highlighting the continued progress in economic cooperation between the Maldives and India.
Speaking following meetings held in New Delhi last week, Minister Saeed said the discussions reaffirmed the commitment of both governments to expanding economic cooperation in areas capable of delivering tangible and sustainable benefits to the people and businesses of both countries. The meetings reflected the growing emphasis placed on strengthening commercial partnerships, facilitating investment and identifying new opportunities across priority sectors.
The discussions focused particularly on cooperation in the digital economy, tourism connectivity and trade facilitation, building on recent high-level engagements between the Maldives and India. These areas are expected to play an important role in broadening the scope of bilateral economic relations and supporting the Maldives’ efforts to develop a more diversified, innovative and resilient economy.
Minister Saeed confirmed that negotiations on a Bilateral Investment Treaty between the Maldives and India have been concluded. The proposed treaty is expected to establish a clearer and more predictable framework for investors, strengthen the protection of investments and encourage businesses from both countries to explore commercially viable opportunities.
Discussions on a proposed Free Trade Agreement have also been accelerated. Once finalised, the agreement could create improved market access for Maldivian products and services while supporting closer integration between businesses in the two countries. The negotiations are expected to consider measures that facilitate the movement of goods and services, reduce unnecessary barriers and promote a more efficient bilateral trading environment.
The proposed economic agreements could provide important opportunities for Maldivian industries, including fisheries, seafood processing, digital services and the creative sectors. Greater access to the Indian market could support the expansion of local enterprises, strengthen export capacity and enable Maldivian businesses to reach a significantly larger consumer base.
Minister Saeed also highlighted opportunities to attract increased Indian investment in tourism, renewable energy, healthcare and education. Such investments could contribute to the development of new projects, the improvement of essential services and the introduction of additional technical expertise and modern business practices to the Maldivian economy.
Tourism remains a particularly important area of cooperation due to India’s position as a major regional travel market and its geographical proximity to the Maldives. Improved connectivity and closer commercial engagement could support the continued growth of the Maldivian tourism industry, including its internationally recognised resort sector, guesthouses and tourism-related service providers.
The Maldives’ resort industry offers considerable potential for further investment in the development of new properties, the upgrading of existing facilities and the expansion of tourism infrastructure. Increased investment could also generate opportunities for Maldivian suppliers, transport operators, construction companies, food producers, technology providers and other businesses connected to the tourism value chain.
Enhanced air connectivity between the Maldives and additional Indian cities could make travel more convenient for tourists while improving access to Maldivian resorts and inhabited islands. More frequent and diversified flight services could support visitor growth, encourage longer stays and strengthen commercial links between tourism operators, airlines and travel companies in both countries.
Closer tourism cooperation could also create opportunities for joint marketing initiatives, professional training, hospitality education and the exchange of technical knowledge. These efforts could support service excellence within the Maldivian resort industry while creating additional employment and career development opportunities for Maldivians in hospitality, aviation, transport, technology and tourism management.
Minister Saeed said stronger economic cooperation with India could support job creation, technology transfer and economic diversification. New investments and expanded trade could increase demand for skilled professionals, strengthen private-sector participation and create opportunities for young entrepreneurs and emerging businesses.
Improved trade facilitation measures under the proposed agreements could help streamline customs procedures, reduce administrative barriers and create a more favourable operating environment for businesses in both countries. More efficient procedures could lower transaction costs, accelerate the movement of goods and strengthen supply chains serving industries such as fisheries, tourism, construction, healthcare and retail.
The minister also pointed to the wider economic value of enhanced air connectivity between the Maldives and India. In addition to supporting tourism, improved connectivity could facilitate business travel, investment missions, professional exchanges and the transportation of goods, contributing to stronger trade and commercial engagement.
The discussions further aligned with the Maldivian government’s objective of increasing the contribution of the digital economy to 33 percent of the national economy through digital transformation and innovation. Cooperation with India in this sector could support the development of digital infrastructure, online services, financial technology, entrepreneurship, skills development and technology-enabled business solutions.
Digital transformation could also strengthen the competitiveness of the Maldives’ tourism and resort industry by improving reservation systems, visitor services, digital payments, data management and connectivity. Wider adoption of modern technology could help tourism establishments improve operational efficiency and offer increasingly personalised and convenient services to international travellers.
Minister Saeed said the initiatives being pursued are intended to build a more diversified and resilient Maldivian economy while further strengthening the longstanding partnership between the Maldives and India. Continued engagement between the two governments is expected to support the implementation of mutually beneficial agreements and create new opportunities for trade, investment, tourism and innovation.
