The Maldivian government has proposed a major expansion of transport subsidies in the 2027 state budget, with new funding aimed at reducing the cost of domestic air travel and improving connectivity between communities across the northern and southern regions of the country.
According to the 2027 state budget proposal submitted by the Ministry of Finance to the People’s Majlis, the government plans to introduce the “North and South Connectivity Project” as part of its wider efforts to make inter-island travel more affordable, reliable and accessible for residents. The initiative is expected to reduce passenger fares on domestic flights serving northern and southern atolls, where air travel remains an essential means of transportation for many families, workers, students and patients travelling between islands and the capital region.
The proposed subsidy programme is particularly significant for communities located far from Malé, where domestic aviation plays an important role in connecting residents with healthcare, education, employment, government services and commercial opportunities. By reducing the financial burden of air travel, the government aims to strengthen social and economic connectivity while ensuring that people living across the archipelago have better access to essential services and opportunities.
The government has allocated MVR 300 million for transport subsidies under the proposed 2027 budget, covering a range of public transport initiatives throughout the country. Of this amount, MVR 111 million has been specifically earmarked for subsidising domestic airfares under the North Connectivity Project.
While the budget documents have not yet detailed the operational mechanism through which the airfare subsidies will be provided to airlines or passengers, the allocation reflects the government’s continued focus on improving transport affordability and reducing regional disparities in access to essential services.
The remaining transport subsidy funding is expected to support the continued expansion of the Raajje Transport Link, or RTL, ferry and bus network to atolls that are not yet fully covered by the national transport system. Funding will also be used to maintain subsidised fares across existing routes, helping preserve affordable travel options for communities already benefiting from the nationwide network.
The planned expansion of both air and sea transport support is expected to further strengthen the country’s integrated transport network, complementing ongoing government efforts to improve connectivity between islands and regional population centres. With communities spread across a vast geographical area, affordable and efficient transport remains a key component of national development and economic inclusion.
The proposed 2027 transport measures are expected to provide greater convenience for residents travelling between atolls while supporting regional businesses, tourism-related employment, education and access to public services. By directing substantial state funding towards affordable transport, the government is seeking to create a more connected Maldives in which distance between islands becomes less of a financial barrier for citizens.
