MMA Strengthens Foreign Exchange Oversight to Prioritise Dollars for Essential Imports

The Maldives Monetary Authority (MMA) has commenced work with the Maldives Customs Service to establish a verification system designed to ensure that US dollars supplied to banks under the central bank’s foreign exchange intervention policy are effectively directed towards businesses importing essential goods into the country.

The proposed mechanism is expected to strengthen the monitoring of foreign currency allocations by enabling authorities to verify whether businesses making foreign exchange transactions through Telegraphic Transfer (TT) are actually importing the goods corresponding to those transactions. The system will provide an additional layer of verification between foreign exchange transactions processed through the banking sector and the physical importation of goods into the Maldives.

According to the MMA, the initiative forms part of wider efforts to improve the efficiency, transparency and targeting of foreign currency supplied for essential imports. By linking information relating to TT transactions with customs import data, authorities will be better positioned to confirm that dollars provided through the banking system are being utilised for their intended purpose.

The development of the verification framework is particularly significant for the Maldives, which relies heavily on imports to meet domestic demand for a broad range of essential commodities. Ensuring reliable access to foreign currency for legitimate importers is therefore important for maintaining the continuity of supply, supporting businesses involved in essential trade and promoting greater stability within the domestic market.

The initiative is also expected to enhance accountability in the allocation of foreign exchange by ensuring that businesses receiving access to dollars for essential imports can demonstrate that the corresponding goods have entered the country. Strengthened verification can help authorities direct available foreign currency towards genuine import requirements while improving the overall effectiveness of the central bank’s intervention arrangements.

Alongside its work with Maldives Customs, the MMA is coordinating with the Ministry of Economic Development, Transport and Trade to identify businesses actively engaged in importing essential goods. This coordination is expected to provide authorities with a clearer understanding of legitimate foreign currency requirements across essential import sectors and assist in ensuring that available resources are channelled towards businesses that contribute directly to the country’s supply of important commodities.

The Government has continued to place emphasis on strengthening the country’s foreign exchange framework while maintaining access to essential goods for households and businesses. Greater coordination between the MMA, Maldives Customs Service and the Ministry of Economic Development, Transport and Trade is expected to improve information sharing between key institutions and support more effective implementation of foreign exchange policies.

For the Maldivian economy, where international trade plays a central role in maintaining domestic supply, improving the monitoring of foreign currency allocated for imports can contribute towards a more transparent and efficient foreign exchange environment. The verification mechanism is expected to help ensure that foreign currency made available under the MMA’s intervention policy reaches its intended beneficiaries while safeguarding the availability of dollars for priority imports.

The ongoing work reflects the Government and the central bank’s broader focus on strengthening institutional oversight, improving the management of foreign currency resources and supporting the uninterrupted supply of essential goods to the Maldivian market. Once implemented, the system is expected to provide authorities with stronger tools to monitor foreign exchange utilisation and further improve confidence in the allocation of foreign currency through the formal banking system.
