The Maldives has further strengthened the regulatory framework governing its insurance industry with the introduction of two key regulations required for the implementation of the Maldives Insurance Act, reinforcing the Government’s broader efforts to promote financial stability, transparency and confidence across the country’s expanding economy.

The Regulation on Insurance Risks in the Maldives and the General Insurance Regulation, formulated by the Maldives Monetary Authority (MMA), were published on August 27 and have now come into force. Together, the regulations provide greater clarity for insurance companies, brokers, businesses, investors and individuals while establishing a more comprehensive framework for managing insurance-related activities in the Maldives.

The Regulation on Insurance Risks in the Maldives clearly defines the categories of insurance risks considered to be located within Maldivian jurisdiction. The framework is expected to provide greater certainty for businesses and investors by clarifying when insurance coverage must be obtained from an insurer licensed to operate in the Maldives and identifying circumstances under which exemptions may be considered.

The regulation applies to a broad range of risks connected with the country, including real estate and other property located within Maldivian territory, residents of the Maldives, liabilities arising from property or individuals in the country, and businesses legally registered in the Maldives. By clearly defining these categories, the framework establishes a consistent basis for determining which risks fall within the domestic insurance regulatory system.

It also provides procedures through which exemptions may be granted from the requirement to obtain insurance coverage from a licensed Maldivian insurer. These include exemptions specified by the MMA as well as other circumstances in which individuals or businesses may submit applications directly to the authority for consideration.

Where appropriate, the regulation further sets out procedures for obtaining or negotiating insurance coverage from an insurer that is not licensed in the Maldives for risks situated within the country. The framework therefore provides businesses with clearly defined regulatory pathways while ensuring that such arrangements remain subject to appropriate oversight by the monetary authority.

The provisions are particularly relevant to the Maldives’ diverse and internationally connected economy, where significant investments are made in sectors including tourism, construction, infrastructure, transportation, aviation, maritime services, real estate and other commercial activities. Many major projects involve specialised assets and risk profiles that require sophisticated insurance arrangements, making a clear and predictable regulatory environment increasingly important as the economy continues to expand.

The General Insurance Regulation complements this framework by defining the circumstances under which legally authorised entities may solicit insurance business in the Maldives. It introduces detailed requirements covering the operation and licensing of insurance companies and intermediaries, helping to establish consistent professional and regulatory standards across the sector.

The regulation outlines eligibility criteria and application requirements for obtaining insurance broker licences, while also establishing procedures through which administrative action may be taken under the Insurance Act. These provisions provide greater clarity for market participants regarding their responsibilities and the regulatory standards they are expected to maintain.

It also establishes licensing conditions applicable to insurance companies, together with requirements governing the licensing of branches and subsidiaries. Additional provisions regulate insurance funds and set out security deposit obligations designed to strengthen financial safeguards within the industry.

Under the new regulatory framework, every insurance company operating in the Maldives is required to maintain a security deposit of MVR 2 million. The requirement is intended to provide an additional level of financial assurance while supporting the resilience and credibility of licensed insurance providers operating in the domestic market.

The strengthening of insurance regulation is expected to have wider significance for the Maldives as the country continues to attract domestic and international investment. A well-regulated insurance market plays an important role in protecting assets, businesses and individuals while enabling investors and financial institutions to manage commercial risks with greater confidence.

For an economy characterised by major tourism developments, high-value infrastructure investments, maritime activity and growing commercial enterprises, effective insurance regulation is also important for supporting long-term economic resilience. Clear rules governing insurance coverage and market participation can help businesses understand their obligations, reduce regulatory uncertainty and encourage responsible risk management across different sectors.

The new framework also supports the Government’s continuing efforts to modernise the Maldives’ financial and regulatory environment. Greater clarity in licensing, supervision and insurance coverage requirements can contribute to stronger institutional standards and enhance the attractiveness of the country as a transparent and professionally regulated destination for investment and business.

Before finalising the regulations, the MMA opened both frameworks for public consultation on August 14, allowing stakeholders to provide feedback ahead of their implementation. The consultation process formed part of the authority’s efforts to ensure that the regulatory framework reflects the practical requirements of the insurance industry while supporting the objectives of the Maldives Insurance Act.

With both regulations now in force, the Maldives has taken another important step towards developing a more structured, resilient and internationally credible insurance sector, strengthening protections for businesses and consumers while supporting the Government’s wider objective of establishing a stable and competitive environment for sustainable economic growth.
