The Maldives is strengthening its tourism and aviation partnership with Russia as the Government advances discussions on introducing additional airlines and expanding air connectivity between the two countries, supporting continued growth from one of the country’s important tourism markets.
The discussions are taking place during a high-level Maldivian tourism delegation’s five-day official visit to Moscow and St Petersburg, focused on expanding cooperation in tourism, strengthening aviation links and developing closer partnerships with key stakeholders across Russia’s travel and tourism industry.
As part of the visit, Minister of Tourism and Civil Aviation Mohamed Ameen met Russian State Secretary and Deputy Minister of Transport Dmitry Zverev in Moscow, where the two sides held discussions on several areas of mutual interest relating to civil aviation and tourism. Strengthening direct air connectivity between Russia and the Maldives was a central focus of the meeting, with both sides agreeing on the importance of introducing additional airlines to serve the Maldives.
The discussions are expected to contribute to greater airline competition, increased flight capacity and wider travel options for Russian visitors travelling to the Maldives. Enhanced connectivity would also strengthen the Maldives’ ability to respond to growing demand from the Russian market while supporting the Government’s wider strategy of maintaining reliable and convenient access from major international source markets.
Russia continues to represent an important market for the Maldivian tourism industry, and stronger aviation links have the potential to support both established and emerging tourism segments. Additional airline services could provide travellers with greater flexibility in choosing travel dates, routes and departure points, while also helping the Maldives sustain a steady flow of visitors throughout different periods of the year.
The Maldivian delegation is also scheduled to meet senior representatives of the Russian Government to further discuss tourism and civil aviation cooperation, existing air links between the two countries and opportunities to increase overall flight capacity. These engagements form part of broader Government efforts to strengthen international aviation partnerships and ensure that the Maldives remains easily accessible to travellers from key global markets.
Beyond government-level discussions, the delegation will hold a series of meetings with leading Russian tour operators, travel trade partners, tourism industry associations, digital platforms and tourism companies in Moscow and St Petersburg. These engagements are expected to provide valuable market intelligence ahead of the upcoming tourism season and the Government’s planned “Visit Maldives Year 2027” initiative.
The meetings will also allow Maldivian officials and industry representatives to assess changing consumer preferences, identify emerging travel trends and explore opportunities for joint destination marketing and promotional activities. Cooperation with tour operators, digital travel platforms and other industry partners is particularly important in ensuring that the Maldives continues to receive strong visibility among Russian travellers and remains competitive as international tourism markets evolve.
Two tourism industry networking events are also scheduled in Moscow and St Petersburg, bringing together leading representatives of Russia’s travel trade, tourism stakeholders and members of the media. The events will provide a platform to present recent developments within the Maldivian tourism sector and highlight the diversity, quality and continued evolution of the country’s tourism offering.
The Maldives has developed a globally recognised tourism industry centred on its distinctive island geography, high-quality hospitality, private island resorts, guesthouses and a diverse range of accommodation experiences catering to different segments of the international market. Continued investment in tourism infrastructure, aviation connectivity, resort development and destination promotion has helped the country maintain its strong international appeal while expanding opportunities across established and emerging markets.
Maldivian resorts continue to play a central role in the country’s international tourism success, offering visitors access to pristine beaches, clear lagoons, marine environments, premium accommodation, family-oriented facilities, recreation, diving, water sports and personalised hospitality experiences. The continued development and diversification of the resort sector, combined with improvements in international air access, is expected to further strengthen the Maldives’ competitiveness among travellers seeking high-quality tropical destinations.
Closer cooperation with Russian travel partners is also expected to provide opportunities to promote a broader range of Maldivian tourism products, including established luxury resorts, newly developed properties, local island tourism and experiences across different regions of the archipelago. Stronger flight connectivity could additionally encourage greater distribution of visitors across the country while creating opportunities for tourism businesses to reach a wider customer base.
The Government’s engagement with Russia reflects its continued emphasis on strengthening source markets, expanding international partnerships and supporting sustainable long-term growth within the tourism sector. By working directly with government authorities, airlines, tour operators, digital platforms and industry partners, the Maldives is seeking to ensure that its tourism sector remains responsive to changing market conditions and well positioned for future growth.
The visit also comes as preparations continue towards Visit Maldives Year 2027, which is expected to further strengthen international destination promotion and showcase the Maldives to travellers across established and new markets. Market intelligence gathered through the meetings in Moscow and St Petersburg will help inform promotional strategies, partnership opportunities and travel trade engagement ahead of the initiative.
Greater air connectivity with Russia is expected to complement these efforts by improving accessibility and supporting the continued growth of visitor arrivals. Additional airline operations would also reinforce the Maldives’ position as a well-connected Indian Ocean destination capable of serving growing demand from major international markets.
The high-level visit demonstrates the Government’s proactive approach to tourism diplomacy and international aviation cooperation, while reinforcing the longstanding tourism relationship between the Maldives and Russia. Through expanded connectivity, stronger industry partnerships and coordinated promotional efforts, the Maldives is seeking to further consolidate its presence in the Russian market and strengthen its position as one of the world’s leading island tourism destinations.
