The Maldives’ Sovereign Development Fund is projected to receive USD 149.16 million in 2027, strengthening the country’s financial buffers as the Government continues to advance measures aimed at improving fiscal resilience and long-term debt sustainability.
According to projections included in the state budget, deposits to the fund are expected to increase from an estimated USD 142.67 million during the current fiscal year to USD 149.16 million next year. Contributions are forecast to continue rising over the medium term, reaching USD 162.13 million in 2028 and USD 175.10 million in 2029.
The Sovereign Development Fund was established as a dedicated financial mechanism to support the Maldives during periods of economic pressure. It is designed to help meet emergency financing requirements, service foreign infrastructure-related debt obligations and provide additional protection against external macroeconomic shocks. The fund is maintained separately from the official foreign exchange reserves managed by the Maldives Monetary Authority, creating an additional layer of financial security for the country.
The increase in projected contributions comes as the Government navigates one of the most demanding periods in the Maldives’ debt repayment cycle. Debt servicing expenditure in 2026 is estimated at USD 758.75 million, the highest level recorded to date. However, official budget projections indicate a significant reduction in debt servicing requirements in 2027, with allocations expected to fall to USD 285.34 million.
External loan financing under the proposed 2027 state budget is also projected at USD 149.16 million. While domestic debt is forecast to reach 83.4 per cent of gross domestic product by 2027 and external debt 33.5 per cent, the Government expects these ratios to gradually decline over the medium term.
The improving outlook is expected to be supported by the recovery of the Maldivian economy towards levels seen before the impact of the Middle East conflict, alongside accelerated economic expansion initiatives and the implementation of fiscal and debt sustainability measures.
The steady growth projected for the Sovereign Development Fund reflects the Government’s broader focus on strengthening national financial preparedness, managing external obligations prudently and building stronger safeguards against future economic shocks. With annual contributions expected to rise through 2029, the fund is set to remain an important component of the Maldives’ strategy to enhance economic resilience and support sustainable national development.
