The Maldives Government has placed entrepreneurship and small business development at the heart of its economic agenda, introducing a dedicated SME Startup Fund in the proposed state budget for next year to expand opportunities for young Maldivians and support sustainable private-sector growth.

Presenting the proposed budget to Parliament, Minister of Finance and Public Enterprises Hassan Zareer said the initiative is designed to encourage young people to progress beyond conventional employment pathways and become entrepreneurs, innovators and job creators. The fund is expected to strengthen access to startup financing and provide an important foundation for emerging businesses seeking to establish and expand their operations.

The initiative forms part of the Government’s broader effort to develop a more dynamic and resilient economy by strengthening small and medium-sized enterprises, which play an important role in employment, commerce and economic activity across the Maldives. Alongside financial support for startups, the budget introduces structural measures intended to reduce operating pressures on smaller businesses and create a more supportive environment for entrepreneurship.

From January next year, the annual revenue threshold requiring businesses to register for Goods and Services Tax will be increased from USD 64,850 to USD 97,276. The higher threshold is expected to provide greater flexibility for smaller enterprises, allowing eligible businesses to focus more resources on growth, investment and employment during their early stages of development.

The proposed budget also provides for the establishment of the Addu SME Trade Facilitation Zone, expanding economic opportunities beyond the Greater Malé region and supporting Addu City’s development as an important commercial centre in the south. Businesses operating on state-leased land within the zone will be eligible for significant incentives, including exemptions from land rent, Business Profit Tax and vehicle import fees, as well as considerable relief relating to expatriate work permit quotas.

Through the combination of startup financing, tax relief and targeted regional business incentives, the Government is seeking to encourage a new generation of Maldivian entrepreneurs while creating a stronger environment for SMEs to grow, invest and generate employment. The measures also support the Administration’s wider objective of diversifying economic activity, strengthening regional development and increasing private-sector participation in the country’s long-term economic grow
