President Dr Mohamed Muizzu has reaffirmed that the Maldives will continue to pursue an independent, balanced and nationally focused foreign policy under the Government’s “Maldives First” doctrine, prioritising neighbouring countries, Islamic solidarity and constructive partnerships across the international community.

Speaking on PSM News’s “Nation Chat” programme, President Muizzu said the national interest remains at the centre of every foreign policy decision taken by his administration. He gave firm assurances that no foreign country would be permitted to exercise military or administrative control over the Maldives, stressing that the country’s sovereignty and independence would remain protected.

“Existing as a puppet of a specific nation is unacceptable,” President Muizzu said, noting that his administration has worked over the past three years to strengthen the Maldives’ ability to engage with international partners on the basis of mutual respect, equality and national interest.

The President’s foreign policy approach has also placed greater emphasis on expanding economic and development cooperation with a wider range of countries. During a state visit to Pakistan, the two countries concluded 20 bilateral agreements, including initiatives aimed at increasing bilateral trade to USD 200 million and expanding cooperation across key sectors.

Relations with Malaysia have similarly advanced following high-level discussions with Prime Minister Anwar Ibrahim, resulting in a comprehensive strategic partnership covering areas including security, education, healthcare and commerce. President Muizzu said the Maldives intends to maintain close and productive relations with all friendly nations, reflecting the Government’s broader commitment to diversified international engagement.

“To maintain as close a relationship as possible with everyone,” the President said, outlining an approach designed to strengthen partnerships without creating excessive dependence on any single foreign power.

The Government’s policy also extends to regional maritime cooperation and the wider Indian Ocean, an area of particular importance to the Maldives as a small island developing state. President Muizzu has previously called on international partners to view the world’s oceans as shared spaces requiring collective responsibility, stronger cooperation and coordinated efforts to build resilience.

During an address to the German Council on Foreign Relations, the President highlighted the need for greater international collaboration on maritime governance and the challenges faced by small island nations. The Maldives has continued to position itself as a strong advocate for small island developing states, particularly on issues related to security, economic resilience and sustainable development.

Through the “Maldives First” doctrine, the administration is seeking to strengthen the country’s diplomatic independence while broadening economic opportunities and maintaining strong relations with regional neighbours, Islamic countries and global partners. The policy reflects the Government’s stated objective of ensuring that international cooperation directly contributes to the sovereignty, security and long-term prosperity of the Maldivian people.
