An attractive new investment opportunity has been announced for international tourism developers, as the Ministry of Tourism and Environment of the Maldives opens a public tender for the development and operation of a tourist hotel in Baarah, located in Haa Alifu Atoll. The project is part of a strategic government initiative to stimulate sustainable economic development in the country’s northern atolls, while advancing the Maldives’ eco-tourism objectives.
The designated development plot spans 71,832 square feet and is situated on the island of Baarah, an area rich in cultural heritage and natural beauty. This development is expected to enhance the island’s tourism appeal and bring long-term benefits to the local economy, including employment creation and income generation for the island’s residents.
This project supports the administration’s broader vision of expanding tourism beyond the traditional resort-dominated zones of central Maldives. During a visit to Baarah last year, President Dr Mohamed Muizzu emphasized the island’s potential to become a hub for environmentally conscious tourism. He highlighted that the development of this hotel through international tender will not only provide modern infrastructure but also uplift the community’s living standards and diversify the local tourism product.
The President’s visit formed part of a wider campaign to strengthen economic inclusion for outer atolls, aligning with national objectives to distribute tourism-led growth across all regions of the country. The eco-tourism initiative in Baarah is a direct response to this vision, providing investors a rare opportunity to be part of a sustainable, high-impact hospitality project in an underutilized yet promising destination.
To facilitate investor engagement, the Ministry has announced a virtual information session scheduled for Tuesday, 8 July at 10:00 a.m. Prospective bidders are required to submit their name, email address, and contact number to [email protected] by 12:00 p.m. on Monday, 7 July to confirm their participation.
Bid documents will be available from Sunday, 29 June through Tuesday, 19 August, and can be obtained either in person at the Ministry’s reception on working days between 9:00 a.m. and 1:00 p.m., or requested via email. All proposals must be submitted in hard copy by 10:00 a.m. on Wednesday, 20 August, directly to the Ministry of Tourism and Environment headquarters.
This public tender is expected to draw interest from experienced hotel developers and eco-tourism operators seeking to expand their footprint in South Asia’s luxury and sustainable tourism segment. The Maldivian tourism sector continues to be a high-performing market, with 1.8 million visitors in 2023 and strong international brand penetration across multiple atolls.
With the Baarah site offering untapped potential in one of the least commercially developed regions, this project presents a unique first-mover advantage for investors. Its eco-tourism framework is aligned with global demand for sustainable travel experiences, and the government’s commitment to infrastructure support provides additional assurance for long-term viability.
