A major investment opportunity has been announced by the Government of Maldives as it moves ahead with the development of a domestic airport on Mathiveri Island in Alifu Alifu Atoll—one of the few remaining atolls in the Maldives yet to be connected by air. The Ministry of Construction, Housing and Infrastructure has officially invited Expressions of Interest (EOI) from both local and international investors with proven financial capacity and technical expertise to finance and develop this strategically important infrastructure project.

The project is part of a broader government initiative to enhance regional connectivity and support economic growth in key tourism zones. The development of Mathiveri Airport is expected to significantly boost accessibility for travelers and investors, supporting the atoll’s growing appeal among tourists and resort operators. With the Maldives’ tourism sector continuing to expand, improved air connectivity in this high-potential region offers a compelling opportunity for investors seeking long-term returns.

Under Presidential Decree No. 2025/9, issued on 1 April 2025, the airport development has been approved as a national priority project. The airport will feature a 1,500-metre-long and 30-metre-wide runway, taxiway, aircraft apron, passenger terminal, fire station, service roads, and other critical infrastructure essential for efficient operations.

To encourage investment, the Ministry has proposed a flexible cross-subsidisation model that allows the selected investor to incorporate commercially viable components into the project. This approach enables the offsetting of capital and operational costs through revenue-generating elements. Alternative financing structures such as Contractor Financing, Public-Private Partnerships (PPP), or Loan-Based models are also under consideration, providing diverse entry points for investors.

President Dr Mohamed Muizzu has reaffirmed his commitment to advancing national infrastructure, stating that the Mathiveri Airport project will proceed in 2025 as part of his administration’s broader agenda to strengthen economic foundations. He has emphasized that improved connectivity in regions like Mathiveri will drive tourism growth, generate employment, and stimulate the local economy.

Interested investors can access the Terms of Reference (TOR) on the Ministry’s official website at www.infrastructure.gov.mv or collect them in person from the Ministry office in Malé. EOIs must be submitted by 1300hrs Maldivian time on Sunday, 15th June 2025. Proposals may be submitted in person or via email to: [email protected].
