Maldives Launches Five-Year Tourism Apprenticeship Partnership to Expand Youth Careers

The Ministry of Tourism and Civil Aviation and the Ministry of Youth Empowerment, Sports and Fitness have signed a five-year memorandum of understanding to expand training and work experience opportunities for Maldivian youth in tourism. The partnership will support the National Apprenticeship Programme, helping young people develop practical skills for careers in the country’s largest industry, with particular emphasis on encouraging women’s participation.

The agreement was signed at a ceremony held at the Ministry of Youth Empowerment, Sports and Fitness. Minister of Tourism and Civil Aviation Mohamed Ameen signed on behalf of the Tourism Ministry, while Minister Abdullah Rafiu signed on behalf of the Youth Ministry.

Through the programme, participants will receive training at resorts, hotels and guesthouses across different parts of the Maldives. Working under the guidance of experienced industry professionals, apprentices will gain workplace experience and develop the abilities needed to pursue opportunities in tourism.

The initiative creates a practical pathway for young people seeking to enter the sector. Training within operating tourism establishments will allow participants to learn in professional environments, understand workplace expectations and build confidence as they prepare for their careers.

According to the Tourism Ministry, participants will receive a financial allowance during the training period. Those who successfully complete the programme will also be awarded an officially recognised certificate documenting the skills and experience they have gained, providing a foundation for further employment and professional development.

Increasing the participation of Maldivian women is a key objective of the partnership. The two ministries will consult industry stakeholders and undertake targeted efforts to encourage young women to consider tourism careers and access apprenticeship opportunities.

Minister Ameen said tourism is an industry in which every Maldivian has a stake. He highlighted the agreement’s potential to provide young people, particularly young women, with valuable workplace experience and training that can lead to employment and income-generating opportunities.

The Tourism Ministry said increasing Maldivian participation in the sector remains a major Government priority. As a key pillar of the national economy, tourism offers opportunities for young people to share meaningfully in the industry’s development and benefits.

The programme is also expected to contribute to the skilled Maldivian workforce needed to support continued industry growth. For participating resorts, hotels and guesthouses, apprenticeships provide an opportunity to help develop local talent through professional guidance and practical learning.

Under the agreement, the Tourism Ministry will work to secure training opportunities and increase Maldivian participation in the industry. The Youth Ministry will promote the programme among young people, review applications and carry out the training and certification processes.

The five-year partnership establishes a sustained framework for cooperation between the two ministries and tourism stakeholders. By combining workplace training, financial support and recognised certification, the National Apprenticeship Programme aims to connect more Maldivian youth with the skills and experience needed to build lasting careers in tourism.
