The official commencement of PayPal services in the Maldives marks an important step in broadening the country’s participation in the global digital economy, with Minister of Economic Development, Transport and Trade Mohamed Saeed describing the development as a major opportunity for Maldivians to engage more directly with international markets. Speaking at a ceremony hosted by Ooredoo Maldives, the minister said the integration removes one of the most significant barriers that has long limited access to global digital commerce and online financial participation for individuals and businesses across the country.
Minister Saeed stated that the introduction of PayPal reflects the result of sustained efforts undertaken since President Dr Mohamed Muizzu assumed office on 17 November 2023. He noted that the administration had prioritised the modernisation of the Maldives’ financial framework within legal and regulatory boundaries in order to create greater digital freedom for citizens. According to the minister, this direction was especially focused on empowering young people and women, while enabling Maldivian productivity, creativity and entrepreneurship to reach wider international audiences without unnecessary restrictions.
He said PayPal had long been viewed by Maldivians as one of the most essential financial solutions needed to strengthen the country’s connection to the wider digital marketplace. With its extensive global reach and strong international presence, PayPal has been widely regarded as a platform capable of opening practical opportunities for freelancers, small businesses, digital service providers, online sellers and other emerging segments of the economy. The minister noted that providing access to international financial pathways had been one of the core pledges of the current administration, but acknowledged that achieving this outcome required overcoming a range of complex challenges.
Minister Saeed explained that the initial efforts made during the first six months did not produce the practical results the government had hoped for, making it necessary to reassess the strategy and pursue a more comprehensive approach. Rather than relying on temporary solutions, the government worked to address structural and legal obstacles in a systematic manner, with the objective of creating a reliable framework that would meet international expectations and inspire confidence among global partners. He said this approach helped establish the trust required for a platform of PayPal’s scale to enter the Maldivian market.
Highlighting the significance of the platform’s global reach, the minister noted that a network approaching half a billion active accounts does not expand into a new market without careful planning and assurance. He said this made the achievement particularly meaningful for the Maldives, as it demonstrates that a small island nation can secure access to world-class digital financial services through clear policy direction, regulatory readiness and strong institutional coordination. He added that the progress made shows that neither market size nor the country’s geographic characteristics should prevent the Maldives from keeping pace with global developments.
The minister also stated that PayPal’s decision to work with Ooredoo Maldives as its strategic partner reflects confidence in the local ecosystem that has been developed to support the service. Through this partnership, the service is now positioned to be delivered more directly to the Maldivian people, creating a stronger bridge between domestic users and the international digital economy.
