The Maldives is intensifying efforts to diversify its tourism industry by expanding into niche adventure experiences, with Minister of Tourism and Environment Thoriq Ibrahim announcing a strategic focus on sports fishing, spear fishing, and enhanced diving opportunities as part of the government’s broader plan to strengthen the sector amid global disruptions. Speaking at a press conference held at the President’s Office, the Minister said the new direction is intended to support the resilience of the country’s tourism industry at a time when visitor numbers have been affected by the ongoing conflict in the Middle East, while also positioning the Maldives to appeal to emerging international travel trends and high-value experience seekers.
Emphasising the Maldives’ natural strengths as a destination made up of 99 percent ocean, Minister Thoriq noted that the country’s marine resources present exceptional opportunities for carefully developed adventure tourism. He explained that one of the most promising areas is game fishing, which has remained comparatively underutilised despite the Maldives possessing vast open waters, rich marine biodiversity, and the environmental qualities needed to attract enthusiasts seeking premium ocean-based experiences. With global travellers increasingly looking for immersive and specialised holidays, the Minister indicated that the Maldives is well placed to build a stronger presence in this segment by offering experiences that combine luxury resort stays, marine exploration, and professionally managed offshore activities.
Referring to the growing scale of the international market, Minister Thoriq said the global sports fishing tourism industry is currently valued at USD 90 billion and is projected to rise to USD 252 billion by 2035. He further noted that more than 55 percent of sport fishing enthusiasts seek deep-sea experiences, making big game fishing a particularly attractive area for development in the Maldives. This presents opportunities not only for tourism growth but also for resorts, guesthouses, safari vessels, and marine service providers to introduce new packages tailored to travellers who are willing to invest in high-quality adventure experiences. The expansion of this segment is expected to enhance the destination’s appeal among global visitors seeking exclusive ocean excursions, premium leisure services, and nature-based recreation in one of the world’s most iconic island settings.
The Minister also announced that the government has decided to reauthorise spear fishing, ending a ban that had remained in place in the Maldives for the past four decades. He said this policy decision comes at a time when the global spear fishing market has grown significantly, with a current value of USD 1.12 billion and an annual growth rate of 7.4 percent. According to the Minister, the reopening of this segment is expected to attract a new category of eco-conscious adventure travellers who are increasingly interested in responsible outdoor recreation, targeted marine experiences, and destinations that offer unique and carefully regulated activities. For the Maldivian tourism industry, this development could create fresh opportunities for specialised excursion operators and resorts seeking to broaden their guest experiences while maintaining the country’s reputation for world-class marine tourism.
Further reforms are also being introduced within the diving sector, one of the Maldives’ most established and internationally recognised tourism strengths. Minister Thoriq revealed that recreational dive limits will be increased from 30 metres to 40 metres, allowing divers greater access to deeper reef systems and underwater environments. He added that technical diving operations will soon become fully operational, with the government already collaborating with certified diving schools to facilitate the issuance of permits. The Minister said these changes are intended to modernise the sector and better align the Maldives with international diving demand, particularly as the combined technical and recreational diving market represents an estimated USD 5.2 billion opportunity worldwide. The expanded framework is expected to further strengthen the Maldives’ standing among experienced divers and marine enthusiasts who value safe, professionally supervised access to deeper and more advanced underwater experiences.
The planned expansion of these activities is also likely to deliver wider benefits across the tourism value chain, particularly for resorts that continue to play a central role in shaping the Maldives’ international tourism brand. With many resorts already known for offering exclusive access to pristine lagoons, coral reefs, and luxury marine excursions, the addition of more specialised adventure products can create stronger destination differentiation in a highly competitive global market. Adventure-focused tourism products can enhance guest stays by combining relaxation with purpose-driven experiences, allowing resorts to cater not only to traditional leisure travellers, but also to sports enthusiasts, divers, marine researchers, and visitors seeking personalised and memorable ocean-based journeys.
Beyond these marine-focused developments, Minister Thoriq said the Ministry is also advancing initiatives to support liveaboard operators while promoting halal tourism, education tourism, and research-based travel. These efforts reflect a broader vision to widen the Maldives’ tourism portfolio and create new pathways for sustainable growth by attracting a more diverse range of international visitors. By expanding its offerings beyond conventional leisure travel and highlighting the country’s marine, educational, and cultural potential, the Maldives is working to reinforce its reputation as a globally competitive destination that combines natural beauty, premium hospitality, and evolving travel experiences.
