The Ministry of Tourism and Environment has invited tenders for the development and operation of tourist hotel projects in Baarah, Haa Alifu Atoll, and Funadhoo, Shaviyani Atoll, reinforcing national efforts to expand tourism in the northern atolls while encouraging environmentally responsible investment. The initiative is part of a broader strategy to diversify the country’s tourism portfolio, unlock the economic potential of outer islands, and create sustainable livelihood opportunities for local communities through well-planned resort developments.
In Baarah, a plot measuring 71,832 square metres has been allocated for the construction of a tourist hotel with a minimum capacity of 50 rooms. The island is widely recognised for its tranquil atmosphere, pristine coastal environment, and proximity to rich marine ecosystems, offering strong potential for a boutique-style resort that blends modern comfort with authentic island character. The project has been identified as an eco-tourism initiative, with an emphasis on environmentally sustainable design, responsible resource management, and community integration. The development is expected to support job creation, stimulate small business growth, and contribute to increased local income, while preserving the natural and cultural identity of the island.
Funadhoo will host a similar resort development on a three-hectare site, presenting investors with a distinctive opportunity to establish an ecotourism-focused property in an area of exceptional ecological value. A key attraction is the Dhah Falhu lagoon, which is known for attracting seasonal migratory birds such as flamingos and serving as a breeding ground for mud crabs. This rich biodiversity, combined with calm waters and unspoilt surroundings, provides an ideal setting for nature-based tourism experiences, including birdwatching, guided lagoon excursions, and low-impact recreational activities that appeal to environmentally conscious travellers.
Both projects will be leased for a period of 50 years, with developers required to complete construction within 24 months of signing the agreement. The Ministry has opened the bidding process to both local and international investors, reflecting confidence in the Maldives’ tourism sector and its continued global appeal. Bid documents will be available from 1 to 30 March, and proposals must be submitted either through the Ministry’s website or in person by 31 March.
Local authorities in Funadhoo have underlined the importance of sustainable use of natural resources, stressing that conservation and environmental protection will remain central to tourism development on the island. This approach aligns closely with national policies aimed at balancing economic growth with long-term environmental stewardship. Collectively, the Baarah and Funadhoo resort projects are expected to strengthen the presence of high-quality tourism offerings in the northern atolls, broaden investment opportunities, and further position the Maldives as a leading destination for eco-conscious and experience-driven travellers worldwide.
