Maldives Advances Two New Air Service Agreements to Expand Global Tourism Connectivity

The Maldives is progressing towards the conclusion of two additional air service agreements as part of the Government’s efforts to increase tourist arrivals, diversify international source markets and strengthen the country’s global aviation network, Minister of Tourism and Civil Aviation Mohamed Ameen has said.

Minister Ameen said the Government is placing strong emphasis on expanding aviation connectivity as a central component of its broader strategy to support sustainable tourism growth. Enhanced air access is expected to create new opportunities for international airlines, improve travel convenience for visitors and strengthen the Maldives’ position as one of the world’s leading island destinations.

The Government is also working to ensure that the Maldives makes full use of the traffic rights available under its existing air service agreements. Although several operational and commercial factors had previously limited the utilisation of these rights, coordinated efforts are now being undertaken to maximise the opportunities provided through bilateral aviation partnerships.

Minister Ameen said the objective is to attract visitors from additional destinations and emerging tourism markets beyond those currently connected to the Maldives. Expanding the country’s aviation network would enable more travellers to access the destination directly or through improved regional connections, while supporting a more balanced and resilient tourism industry.

Negotiations on the two new agreements are currently under way. The minister described the discussions as substantial undertakings that require detailed technical, regulatory and commercial consideration. However, he expressed satisfaction with the progress achieved and indicated that tangible outcomes are expected in the near future.

Air service agreements establish the legal and operational framework for commercial flights between countries. They determine matters such as designated airlines, permitted routes, flight frequencies, passenger capacity and the markets that airlines may serve. These agreements can subsequently be expanded in response to demand, enabling airlines to introduce additional services and increase seat capacity.

For the Maldives, international aviation connectivity is particularly important due to the country’s geographical characteristics and the central role of tourism in the national economy. Reliable and diverse air links allow travellers from across the world to reach the Maldives more conveniently while supporting resorts, guesthouses, tourism operators, transport providers and other businesses throughout the tourism value chain.

Improved connectivity is also expected to support tourism growth across the country’s atolls by increasing access to both established resort destinations and developing tourism regions. Greater airline capacity can contribute to stronger resort occupancy, encourage investment in new tourism facilities and create additional employment and business opportunities for Maldivians.

The Maldives recently signed an air service agreement with Ethiopia, becoming the sixth African country to conclude such an arrangement with the island nation. The agreement provides the framework for direct air services between Addis Ababa and the Maldives, offering the potential to strengthen connectivity with Ethiopia and provide wider access to African and international markets through Addis Ababa’s extensive aviation network.

An air service agreement has also been concluded with Australia to facilitate direct connectivity between the two countries. Under the arrangement, the national airline, Maldivian, has commenced direct services to Australia, opening further opportunities to attract travellers from the Australian market and strengthening the airline’s international network.

The ongoing expansion of air service agreements reflects the Government’s commitment to supporting long-term tourism development through stronger international partnerships, improved accessibility and greater market diversification. The initiative is expected to reinforce the Maldives’ competitiveness as a premium global destination while contributing to sustained economic growth and wider opportunities across the tourism and aviation sectors.
