At a capacity-building forum held at Crossroads Maldives, the Minister of Islamic Affairs, H.E. Dr. Mohamed Shaheem Ali Saeed, delivered a compelling keynote address underscoring the vital role of authentic knowledge and religious education in confronting the rising threat of extremism. The forum, jointly organized by the Islamic Military Counter Terrorism Coalition (IMCTC) and the Maldives’ National Counter Terrorism Centre (NCTC), brought together Imams and Islamic scholars from across the nation for a five-day training program focused on ideological resilience and public engagement.
In his keynote address, Dr. Shaheem stressed that terrorism is an ideological disease without any religious affiliation, and that the most effective cure lies in delivering accurate knowledge based on the teachings of Islam. “This forum is of critical importance, as it provides correct and detailed information on the challenges posed by terrorism and extremism,” he said. “True Islamic teachings call upon us to treat Muslims and non-Muslims alike with kindness, mercy, and justice for all humanity.”
Dr. Shaheem addressed widespread misconceptions about Islamic principles, particularly the misunderstanding between Jihad and terrorism. He clarified that Jihad, as defined by Islamic Shariah, is governed by strict principles and is not an individual obligation but a responsibility vested in the state and its leadership. “We must know the difference between Jihad and terrorism. Shari’ah has prescribed certain principles for Jihad. And it has not left the matter at the hands of individuals. Rather, it’s the duty of the state and Hakim (ruler). The wisdom of the Jihad is protecting the nation and its people. Islam has forbidden terrorism in its all forms.” he stated.
Quoting from the Holy Qur’an verse from Surah Al-Anbiyaa:, “And We have not sent you, [O Muhammad], except as a mercy to the worlds.” Dr. Shaheem reminded the participants that mercy and compassion are the essence of the Prophet Muhammad (ﷺ)’s message and life, and these values must guide all human interactions. “Islam is a religion rooted in peace, mercy, and justice,” he said, “Protecting a nafs (a soul) is among the greatest objectives of the Islamic Shari’ah. Saving a single soul is equal to saving the whole of mankind. Even during the state of war, Islam forbids us to kill women and children, the elderly people and the worshipers of other religion in their places of worship. Similarly, Islam forbids us to cut down trees, killing of animals. These instructions teach us that the governing principles of Islamic Civilization is peace and mercy, not violence and bloodshed.”
Dr. Shaheem also acknowledged the indispensable role of scholars and imams throughout Islamic history, calling them the moral compasses and community guides who have steered societies through spiritual and social challenges. “Throughout Islamic history and civilization, scholars and imams have served as more than just educators, they have been the moral guardians of our societies. With wisdom and clarity, they have guided communities through both spiritual and social challenges, standing at the forefront as beacons of truth and compassion.” he said.
During his remarks, the Minister expressed appreciation to the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Crown Prince Mohammed bin Salman. He praised the Kingdom’s pioneering efforts in safeguarding the Islamic Ummah from terrorism, extremism, and ideological manipulation, stating that Saudi Arabia’s counterterrorism initiatives serve as an exemplary model for other nations.
Dr. Mohamed Shaheem Ali Saeed reiterated that the battle against extremism must begin with the pursuit of knowledge from trusted and authentic sources. “The true solution to this ideological disease lies in seeking knowledge grounded in credible teachings. Due to the measures taken by the Kingdom of Saudi Arabia against terrorism, it has become a good example for other nations. ” Dr. Shaheem noted. “The Republic of Maldives, under the leadership of H.E. President Dr. Mohamed Muizzu, remains committed to fighting against terrorism and extremism. I strongly believe that through collaboration with the Kingdom of Saudi Arabia, our two nations can together reach many milestones in this regard. ”
The forum at Crossroads Maldives is part of a broader initiative by IMCTC to strengthen the intellectual and communicative capacities of religious leaders across member states. With workshops addressing extremist propaganda, public speaking, and the principles of moderation, the program equips participants with tools to promote peace, counter radical ideologies, and strengthen their roles as community leaders.
